I enclose copy of Hong Kong's

letter of 23rd April, from which you

will see that the Japanese are rather

cunningly trying to put across a very

one-sided arrangement. I hope the

Colonial Office will tell the Hong Kong

Government to stand firm on this, in

case during Northcote's absence their

bluff seems to be succeeding.
